Description
This is request for information (RFI). The Department
Of Commerce (DOC) National Oceanic and Atmospheric Administration
(NOAA) National Environmental, Satellite, Data and Information
Service (NESDIS) requires design, development, implementation,
testing and engineering support to upgrade the current
polar orbiting operational environmental satellite (POES)
ground system at the satellite operations control center
(SOCC), suitland, Maryland, and command data acquisition
(CDA) stations, located at Fairbanks, Alaska and wallops,
Virginia. The office of systems development (OSD) is the
office within NESDIS that provides guidance for the development
and evolution of the satellite ground systems to meet
new satellite program needs. Through its ground systems
divisions, the office of systems development (OSD) plans,
manage, design, develop and acquire the NESDIS satellite
ground systems to support the polar orbiting operational
environmental satellite (POES), defense meteorological
satellite program (DMSP), and geostationary operational
environmental satellite (GOES) command, control and data
acquisition. This request for information is a request
for industry's input for the noaa/nesdis upgrade to the
polar ground system in support of the initial joint polar
system (IJPS) program. The IJPS will consist of two fully
coordinated independent polar satellite systems, NOAA
polar-orbiting operational environmental satellite (POES)
system, and the european organization for the exploitation
of meteorological satellites (EUMETSAT) meteorological
operational satellite (METOP). The satellites will carry
a set of jointly provided instruments. The instruments
specific to each orbit will be provided by NOAA and EUMETSAT
for their respective satellites. This agreement also commits
the National Oceanic and Atmospheric Administration and
the european organization for the exploitation of meteorological
satellites to provide support for each other's operational
satellite through their respective ground segments for
commanding, receiving telemetry and global data, as well
as, exchanging level 1 data between the two polar satellite
systems. The contractor will design, acquire, develop,
test, and implement the upgrades to the current EUMETSAT
poes operational ground system. The prospective contractor
will be required to provide system engineering, integration,
testing, and sustaining engineering to NESDIS, and interact
with EUMETSAT ground system engineers. The contractor
will also provide support for the complete end-to-end
interface testing with the EUMETSAT ground system across
the atlantic, which includes exchange of satellite data
and commands. All responsible sources are invited to submit
a description of their capabilities and experience. Additionally,
information regarding type of business, i.e, large, small,
woman-owned, or disadvantaged business concern should
be provided. The north american industry classification
system (NAICS) 541690 applies. Included with this request
for information are the statement of work, references
and applicable documents which are posted on the acquisition
website listed below. Active industry involvement through
comments, questions and recommendations are sought for
refining the current approach and contributing to the
overall program success. Comments, questions, and recommendations
may be submitted by mail or e-mail, and should be received
