FREQUENCY BAND
137-138 MHZ Originally allocated to the Mobile Satellite Service (MSS)
by World Administrative Radiocommunication Conference in 1992 (WARC-92)
after negotiations with NOAA as to terms of use. Brazil proposed at
WRC-95 that protection for METSAT be removed. 400.15-406 MHZ US proposal
that 401-404 MHZ be allocated to MSS failed at WRC-95. US studies
on "band sharing" (i.e., meteorological services giving part of the
band to MSS) are continuing and another US proposal is expected at
WRC-97. Such an allocation could endanger the NOAA wind profiler network,
METSAT, radiosondes and COSPAS/SARSAT. Additionally, atmospheric data
collection by developing countries because of cost implications of
more frequency-stable radiosondes. 1670-1710 MHZ WARC-92 allocated
1675-1710 MHZ to the MSS in the Western Hemisphere. 1670-1675 MHZ
is already lost to radiosondes in the United States and Possessions
under domestic legislation. MSS industry is pushing to expand the
MSS allocation worldwide.
