Frequency Management Objectives
Richard Barth
is Chief of the U.S. Department of Commerce Radio Frequency Management
Division and Director of the U.S. Department of Commerce Office of

Dr. David McGinnis is the Head of the NESDIS Office of Radio Frequency

Both are staff to the Director of the Office of Systems Development
of NESDIS.
Major Activities:
- Provides
policy guidance and technical and procedural support for all elements
of the Department of Commerce in the assignment, management and
use of radio frequencies.
- Represents
the Department of Commerce nationally and internationally in matters
relating to the allocation and regulation of radio frequencies.
- With the
agreement of the Department of State, represents the United States
at international conferences on matters relating to the allocation
and use of the radio spectrum.
- Responsible
for obtaining, assigning and protecting from harmful interference
radio frequencies used by all elements of the Department of Commerce.
